July 28th , 2008 New IRS Rules May Make HSA Plans More AttractiveNew IRS Rules will allow employees to make a one-time tax free transfer of funds from an IRA to an HSA, which should make the health plan option more popular. The federal government is also increasing the annual contribution limit to $3,000 for individuals and $5,800 for families. Another expected enhancement for HSAs is hybrid financing, which allows employers to pay the total cost of a high -deductible health plan and give workers a cash allowance to place in their HSA or if the workers choose to, be able to spend on anything else. NASRO has criticized HSAs in the past for not living up to their promise to provide lower premiums, despite the large deductibles. Health insurance regulators will need to monitor these new government policy changes to make sure that the savings are not lost by the carriers pricing increases. If the large deductibles are resulting in lower loss ratios for the health insurance companies, they need to be required to pass along those savings to the premium payers.
